The City of Roanoke has partnered with WSSI since 2009 to address properties where redevelopment or reuse is complicated by the presence of hazardous materials and confirmed or suspected releases of hazardous materials to the environment. The Brownfield Redevelopment Program is a critical pathway for redevelopment in the mostly built-out City.
The Challenge
The City’s Brownfield Development Program focuses on Cooperative agreements for Brownfield assessment and community-wide services between the City and the U.S. Environmental Protection Agency (EPA), along withan EPA Revolving Loan Fund Grant, an EPA Cleanup Grant, and a Virginia Department of Environmental (DEQ) Grant, form the foundation of this critical pathway. Reuse of Brownfield sites represents a strategic opportunity for growth, community development, economic investment, and environmental restoration for the City, which is largely built out.
Our Solution
WSSI has worked with the City, stakeholders, and state and federal agencies with regulatory oversight for more than a dozen years across consecutive contracts to identify, assess, characterize, and remediate numerous properties with the goal of returning them to conditions that are conducive for redevelopment and beneficial reuse.
All of the sites that we worked on were returned to conditions that were cleared for acceptable commercial, residential, or public reuse through programs such as the Virginia Voluntary Remediation Program. Several properties have already been redeveloped for mixed commercial and residential, and one now serves as the location for the Virginia Museum of Transportation. Along the way, all of WSSI’s reports to the City of Roanoke Brownfields program earned EPA approval.
Our work has included a variety of tasks, notably:
- Programmatic Quality Assurance Project Plan (QAPP) development
- Analyses of Brownfield Cleanup Alternatives (ABCAs)
- Brownfield Cleanup Plan implementation
- Health and Safety Plans (HASPs)
- Combined and Site-Specific Sampling and Analysis Plans (SAPs) to address sites across Roanoke
- Remediation of a 25-acre former salvage yard for RCRA 8 metals, PCBs, and petroleum, with coordination under the Virginia Voluntary Remediation Program
- Evaluation and investigation of an 18-acre former hazardous waste landfill
- Completion of multiple Phase I and Phase II Environmental Site Assessments, asbestos-containing materials (ACM) surveys, and lead-based dust and paint inspections
