WSSI has provided the Virginia Department of Military Affairs (DMA) with environmental services since 2002, supporting nearly 60 facilities across the Commonwealth from MTC-Fort Barfoot in Blackstone to Virginia Army National Guard Readiness Centers, Field Maintenance Shops, and Army Aviation Support Facilities
The Challenge
DMA facilities require regular, routine environmental compliance services, as well as detailed environmental reviews and documentation in accordance with U.S. Department of the Army, Department of Defense (DoD), and National Guard Bureau (NGB) regulations. They require a consultant that can provide consistent and comprehensive environmental program support to meet the various demands of their facilities.
Our Solution

Environmental Compliance and Hazardous Materials Management
- Spill Prevention, Control and Countermeasures (SPCC) Plans and Oil Discharge Contingency (ODCP) Plans to meet federal and state requirements, along with in-person and video training for hundreds of staff across more than a dozen facilities.
- Aboveground and Underground Storage Tank inspections, line testing, and operator training, along with groundwater well installation and monitoring.
- Waste Management Planning and Operations, including Hazardous Waste Management Plan development and training, waste sampling and characterization, and waste disposal/recycling.
- Hazardous Materials Management Planning, including Pollution Prevention (P2) Plan development, Pollution Prevention Opportunity Assessment (PPOA), and cost-benefit analysis.
- Stormwater Pollution Prevention Plan (SWPPP) Development, Training, and Monitoring.
- Virginia Pollutant Discharge Elimination System (VPDES) Permitting including General/Individual Industrial, Non-Metallic Mineral Mining and Construction General Permits (CGP).
- Comprehensive Air Emissions Inventory for more than 60 facilities, along with related permitting, registration evaluations and annual emissions updates.
- Environmental Condition of Property (ECOP) reports (i.e., Phase I Environmental Site Assessment (ESA), Environmental Baseline Survey (EBS), and Pre-Construction Assessment (PCA)).
- Emergency Planning and Community Right-to-Know Act (EPCRA) Section 312 Tier II and Section 313 Toxic Release Inventory (TRI) annual submissions to EPA.
- Asbestos and Lead-Based Paint Sampling and Abatement
- Comprehensive Environmental Compliance Audits for more than 60 facilities
Natural Resources
- Endangered fish habitat evaluation and inventory along with GIS-based habitat and water quality modeling.
- Bat acoustic sampling, mist netting, and radio telemetry in support of Fort Pickett’s (now Fort Barfoot’s) Integrated Natural Resource Management Plan (INRMP) update.
- All Taxa Survey at the State Military Reservation (SMR) to support the INRMP update, including bird, mammal, and plant surveys.
National Environmental Policy Act (NEPA)
Our staff have extensive experience in completing NEPA and related studies in accordance with Department of the Army Regulation AR 200-2, the National Guard Bureau’s NEPA Handbook, and the Council on Environmental Quality’s regulations. Our work includes
- Multiple Environmental Assessments for a range of project sizes to address future mission requirements for new buildings and facilities
- Preparation of Coastal Zone Management Act Federal Consistency Determinations
WSSI’s NEPA section has consistently impressed the Virginia National Guard and its national headquarters. Their EA for the Virginia Joint Force Headquarters is used as a template on the national level.
